He was born in Istanbul in 1977. After graduating from Pertevniyal High School, he studied at the Faculty of Communication at Marmara University. He received his master’s degree from the Department of Political Science at University of Essex. He also studied comparative politics and public policy at the Department of Political Science and International Relations at Oxford University. In 2012, he received a full scholarship for the Public Leadership Executive Program at Harvard University John F. Kennedy School of Government and completed the program with success.

Between 2009 and 2011, he worked as a consultant at the Republic of Turkey Ministry of National Education. He also managed the team delegated for the Ministry of National Education during the project “Improving the Education System and its Outcomes in Turkey” in collaboration with McKinsey Social Sector team in 2010.

Between 2011 and 2015, he worked as a visiting lecturer at various universities. He taught digitalization and digital election campaigns at Next Academy. In 2017-18, he taught Strategic Communication and Communication Skills in the 21st Century for engineers at Yıldız Technical University. In the last five years, he made numerous speeches at TEDx such as “Başarısızlık Şart”, “Öğretmenden Astronot Olur mu?”, “Bir Yaşam Alanı ve Okul Olarak Köprü,” and “Yapay Zeka Nesli.”

Gökhan Yücel currently focuses on artificial intelligence, digital transformation, global education policies, education technologies, fourth industrial revolution, strategic communication, political communication policies, technology and employment trends of the future, and digital diplomacy.

He is the president of Istanbul Center for Digital Research based in Istanbul. He is the editor of reports titled The State of Digital Diplomacy 2016 and Digital Diplomacy Review 2017. He also managed various projects to analyze the business world in Turkey and the digital presence of media corporations.

He’s been invited as a guest speaker to many countries around the world and numerous meetings in Turkey. Between 2016-18, he made speeches titled “Yapay Zeka Nesli” for college students in 45 cities in Turkey under the auspices of the Ministry of Youth and Sports.

Gökhan Yücel, whose articles have been published in many newspapers and magazines such as The Guardian, occasionally contributes to Hürriyet Eğitim and Digital Age. He is a member of jury at Varkey Foundation Global Teacher Prize Academy. He is also the member of advisory board at OECD Education in 2030. In the interim report published in February 2018, he wrote about the parts that focused on the influence of artificial intelligence on social life and the industry of education. He was also the consultant for digital diplomacy to the United Nations and the UN Secretary General and completed his works with a report presented in January 2018.

He still works as a strategist at Arter Advertisement Agency. He speaks English and French.
